I believe I know the station you are referring to and I have not found it to be “no wait” for several years. It is a Sunoco now too.

The best thing about the Virginia inspections is that they don’t have to be done in the city or county in which you live. So, if you locate a more obscure station, stick with it every year. My best no-wait locale (and I’m a chronic end-of-monther like you) is a Mobile station on Gallows Road. Now that I’ve given away the secret, perhaps it will never be this way again … but I’ve never been behind more than 2 cars during the week (weekends are a whole different story).

Still better than DC where there is only ONE inspection station, and it’s located in a relatively obscure neighborhood (SW). WTF.
