That implies it's really a 1 to 1 relationship and it's just not possible. Even if there was an arrangement you could make to burn a gallon less of gas in Topeka for every one you burn here you're still going to have smog. With trees it's even more complicated, as replanting trees to replace ones cut down in a different location might make more oxygen for the world but it can actually have a detrimental effect on the weather.
