HOV lanes at Dulles Airport?!

Take a close look at this photo of the Dulles People Mover highway. Notice anything interesting? Like maybe that HOV marking on the pavement?

The People Mover has its own HOV lane!

Does this mean we can take a Pirus right to our Independence Air Jet Blue gate? What about motorcycles? And is that HOV-2, HOV-3 or HOV-20?

I wonder what the fine is for a solo driver. Maybe a trip that starts like this?
